SOLEC indicators are now divided into Tiers based on their level of readiness for use:

Tier 1 indicators are those which have enough data to be used in reports about the state of the Great Lakes.
Tier 2 indicators are good indicators that simply need more data so that they can report out to stakeholders.
Tier 3 indicators need further research before a decision can be made about their usefulness.

The GLEI effort will be examining the usefulness of many of the SOLEC indicators, plus developing new indicators for use by EPA.
